Of course not. And, if you were a therapist and the son were your patient, you would be required to report the incident to the authorities. That's called child abuse.
Would you say something to a mother who puts their 5 yr.old child in charge of their 3 yr.old in a grocery store? If so what would you say?

You're reading My neighbor beat his son with a curtain rod for spilling milk on the floor, even though the poor kid apologized to him immediately and agreed to clean the mess. Was it right of my neighbor to do that?

Actually, you are required to report the incident regardless of your relationship to the child.

No. I am not required to report an incident of observed child abuse. It might be a nice thing to do but there is no law that requires that I report anything, a crime or a danger or a hazard. But it would be a good idea. There is a law that requires a threapist, who learns of child abuse, to report it.

In most any jurisdiction not reporting it would be risking a charge of either criminal negligence or accessory status if the mistreatment continue and result in injury or death.
