Who are congressional district boundaries drawn by?

    Following each decade census the districts are drawn or redrawn , in some states this means the political party in power has a chance to draw districts that give their candidates the highest chance of re-election.
    When the process is used just to redistrict in order to represent a changing population (and not for one party's political gain) the term gerrymandering doesn't apply.
