Question

Help answer this question below.

My sisters puppy does not seem to know when he needs to urinate, nor if he is urinating. He will pee while walking across the floor, he doesn't stop, he does not squat; he does not lift a leg. What could be wrong, or is he doing this for another reason?

That doesn't sound normal at all. Puppies have very little bladder control (depending on their age) but even when they are too young to hold it, they will still squat to have a pee. I think there must be something wrong with the little guy. Please take him to a vet ASAP.
