Like New Orleans after Katrina, in sections away from the Superdome. Local thugs took over, and even the cops wouldn't enter their territory until NG came in to assist.
Even in the Superdome itself, considerable violence ensued, rape, battery, robbery, ...
That's New Orleans without the NOPD around.
Other places would probably be more civilized, but NO is an example of a primitive culture on the brink of self-destruction.
Are police departments in the United States well funded by the government and also are the major city departments given more funding?
