Best cat litter is probably any non-clumping non-scented. The scents added to some litter may turn away some cats (they don't like some perfumey smells). Also if the go outside - you may have to get more than one box (maybe in other locations) especially if you have more than one cat. Also clean them more often. Some cats don't like to 'go' in another cats spot.
