Help answer this question below.

a second floor apartment in down town. During summer, it is hotter inside the room than outside. How to cool the room down without an AC?

The bed room on the second floor has two windows. One rather small and at an elevated position. Opposite to it is a big 4ft x 5ft window. This window has no grills and thus is kept closed all the time.

Ceiling fan helps but not much.

    Difficult situation. A fan exhausting air from the small window would help, since it's at a higher position sucking out the hot air would help cool the room. This suggestion probably isn't possible, but painting the exterior a light color (if it isn't already) would reflect sunlight and thus heat or planting trees that would block light.
