I can't find makar in the Wind Temple, so what do I do?

  Im already to the point where im finding the triforce shards, but how do i map out the sea chart? the only islands i have on the are forsaken fortress, outset island, windfall island, and dragon roost island. so how do i map out the rest of the islands?

  In Legend of Zelda The wind waker, i have done dragon roost island got the dins pearl. i know i need to go to the Forest Haven next, but every time i try to sail there, my boat tells me we shouldn't venture out that far and turns us around. What do i do?
