  • First it must be proposed, then ratified. An amendment can be proposed in one of two ways, either by a 2/3 majority in the vote in the House and Senate (which is the only way that has been used thus far), or 2/3 of the state legislatures can call a Constitutional Convention. In order for an amendment to be ratified it must be approved by 3/4 of the states. This can be done either by special conventions or the state legislatures with majority vote.
