They're both chicken with different sauce, so they're not the same dish if thats what you mean

Absolutely not. General Tso's Chicken is made from a totally different selection of herbs and ingredients. I know this as I have studied the ingredients of such. It may contain the same chicken parts but that's as far as it goes.

Nope. General Tso's ain't got no sesame. (At least not where I eat it.)

Of course it doesn't help that either dish is prepared different from restaurant to restaurant and region to region.
