I looked this up in my curious phrases books, and on-line. The only reference I can find to it, is that it is a song by Motley Crue.

shout at the devil is actually a good term . it means to rise up and stand up to people or things that are making you do what you know is wrong . things like boose , drugs , habits , government , abuse of authority . same as in the motly crue song . nikki sixx (the bass player ) explains this in a tv interview . you could also use the term "just say no ! "
