A complete uniform, including bullet-proof vest, weighs 32 pounds. thats a lot of weight to carry each and every day. To wear a bullet-proof helmet, for 8 plus hours, would be impossible. they are hot. no air circulates inside and they obstruct a lot of view. Bullet-proof helmets are used when a known situation is about to occur, where the helmet would be of instant use and protection. Police officers get in and out of a police vehicle between 20 and 30 times a shift. a helmet would be an undue burden.

There are tradeoffs in everything. Several lines of work are even more hazardous than police work--farmers, taxi drivers, pilots and lumberjacks. Those people don't take every possible safety precaution, either--and if police DID wear bulletproof helmets all the time the crooks would just use magnum loads and bigger calibers and the advantage would be negated.
