We're not exactly told how. We know that the tree planted by Digory shortly after Narnia was made was put there, by Aslan's order, to keep the Witch (Jadis) away from Narnia for a long time. In _The Magician's Nephew_, we hear, in the end, about the earthly counterpart to that tree (planted using one of the apples from that tree) falling over (and the wood being used to make a very special wardrobe!). Given the suggestion by the narrator that the one tree acted in sympathy with the Narnian tree (i.e., moving with the wind even when there wasn't any in London), we can assume that this means that tree fell at some point. Perhaps one of the Witch's spies got through to it? We can assume the tree, as the means for Narnia's safety, was well protected and cared for, so presumably it didn't just fall by accident. After it did fall, however, the Witch came from the North with her forces and her magic, and she enslaved Narnia till Aslan came. Short answer: We don't know, but she couldn't have attacked Narnia until the tree that protected it was destroyed.

its not actually mentioned how she started ruling narnia...but its said that she ruled narnia n so it was always winter in narnia n she was sure that no man could free narnia cause no man(adam's son)could survive the cold.
