No, the Jedi of the Old Republic did not believe it appropriate for them to form the kind of relationships that would lead to marriage. Remember, Anakin and Padme had to keep the romance hidden because it would have resulted in Anakin's expulsion from the Jedi order. Personally, I think that this is one of the things that ultimately led to Anakin's downfall. Had he been able to discuss his fears concerning Padme with his fellow Jedi, then he might not have been as susceptible to Palpatine's seduction.
