  • Punishing, but only by default because I don't think there is much rehabilitation going on.
  • It's punishing enough, and that is easy to do. But with a 60% recidivism rate in some areas the purpose is not served.
  • Rehabilitation in US prisons almost happens by accident. I'd say they're primarily meant for punishment.
  • Punishing. But it could be better at it. A return to spartan living conditions and hard labor out in deserts or otherwise inhospitable places pair with longer sentences would go a long way toward making people try harder not to get in trouble again. I don't think society has a moral obligation to try to make people get along with others and obey the established rules that everyone else is living by. If you choose to break the laws then I feel the harder the punishment the better.
  • Neither. I'd say education. Prisioners can learn new scams and keep-up with new techniques. It's sort of life-long learning for criminals...
