  • California has a two-step permit process. In the first phase, the provisional permit driver cannot drive at any time without a parent or guardian who has a valid California State driver's license. In the highest phase, the minor's "provisional license, a teen who has been driving less than a year, is not allowed to drive passengers under 20 years old (other than family members) without having a passenger of 25 years older. After six months, he can drive passengers under 20 years of age between the hours of 5 a.m. and midnight, but after midnight, the provisional driver must be accompanied by a driver 25 years or older if he will be transporting a passenger 20 years or younger. For the first six months of the provisional licesnce, one cannot drive between the hours of 11 p.m. to 5 a.m. unless accompanied by a driver 25 years or older, even without passengers. You cannot obtain a provisional or other license until you have had the permit for 6 mos. Once a provisional driver becomes 18, all provisions expire.
  • I know in Indiana we have a 17 yr. old son who has his learners permit. He can drive only as long as his mom or I are in the car with him and he can have passangers in the car. However when he gets his operators license he can not have anybody in the car with him for 90 days Other than is mom or I.
