Why is Aquarius next to Pisces in some horoscopes and next to Capricorn in others.

In some horoscopes I'm on the cusp with Pisces and in others I'm on the cusp with Capricorn. How come

It's the groundhog's fault. If he sees his shadow, we'll experience 6 more weeks of cold weather. That puts us closer to Capricorn. If he doesn't see his shadow, warmer weather is on the horizon - leaning us closer to Pisces and springtime.
