The closest answer I could find is not really an answer: http://www.westernwater.com.au/files/assets/public/documents/fact-sheets-and-brochures/saving-water/business-amenities-fact-sheet.pdf But I have a feeling that the question you are asking might not be answerable with actual data, unfortunately. Each public restroom is so vastly different from every other one, that I'm afraid an average won't represent much. Do you think that the public restroom at the A terminal of Laguardia International Airport uses the same amount of water as the public rest stop near the "Last rest area for 600 miles" road sign in rural Wyoming? Obviously you are talking numbers that are not in anyway comparable. One might be under 100 L per year and the other might be well over 100 L per day.
