That is a perception problem. You're looking for something to blame for a problem instead of seeing it as a challenge to be solved or overcome! As long as you sit there looking for someone to blame you will never figure out a strategy to solve and overcome the challenge! It's YOUR responsibility to do what you can to solve what you see as a problem in your realm.

There are some people in the world who create problems for others with their actions and the negative impact they have on others such as making them suffer through torture and often death by killing. Because of corrupt people, there is war but that’s their problem for getting violent. There are people who aggravate others through intimidation and that has a psychological effect. We need to respect each other’s lives and stop with the fighting and respect the individual.
