Does the colour of the young person have any bearing on the matter?. I would not have though it was important the ethnic background just the innapropriate behaviour.

No, why should it? Does it bother you when a black kid tries to act like bill gates and dresses up in a suit? Or when a asian kid tries to act like a basketball player and dresses in big baggy basketball gear?

What, exactly, is acting and dressing like a rapper? Which rapper are we referring to? Because, as far as I know, this kid- whether White or not, it wouldn't matter to me- could take a liking to Kanye West's style and find it cool to wear sneakers with dress pants. How about Common? Maybe the kid likes to wear collar t-shirts and jeans? Lupe Fiasco? Glasses and skateboard attire? To base this question around one general idea of what a rapper acts and dresses like is misleading and to answer with just as little, if not less, knowledge is unfair.

No, rap is a universale culture, its a way of life. Anybody can a "rapper" or enjoy rap culture.
