Yes in normal rules of basketball, a player can switch hands while dribbling the ball, as long as he or she doesn't dribble with both hands at the same time.

Yes, but only without grabbing the ball. Though "Double Dribble" sounds like it means using both hands, it is actually stopping your dribble (by holding the ball) and then starting it again.
