I accidentally ripped my birth certificate in half. Do I need to apply for a new copy?

You have to ask the office that issues them in your state, because rules might be different from state to state. However, my guess is that it's like money: if you can see both the serial number match when you tape a torn bill back together, it's legal to spend it. So I'm guessing if you tape your birth certificate back together and it's obvious that the parts match, it should still be OK.
