Adjusted for inflation I think it is still Cleopatra which had incredible spiralling costs.

'Heaven's Gate' - it was catastrophically expensive for United Artists seeing as it literally bankrupted them (and it really IS a crap movie!)

I think Cleopatra with Elizabeth Tayor was the most expensive movie but the making of The Wizard of Oz was also expensive in its time because of the costumes and the incredible amount of extras that were used.
