I have been able to comme up with two answers. One is twenty two, the other twenty three http://www.smh.com.au/articles/2006/01/10/1136771507451.html Strangely enough, one of those was the organiser of the rally, Thierry Sabine, who died in a helicopter crash. Although the "offical" count this year was low, it does account for spectators or service personal being injuried or killed. Five people including a five year old child where killed in the 2005/2006 Darak rally.

Up to 2007, about 50 participants died in the Dkar rally, which was driven since 1979. The 1986 Dakar saw the crash of a helicopter killing 5 people onboard: Thierry Sabine, Daniel Balavoine, Nathaly Odent, Francios Bagnoud and Jean Paul Le Fur.
