It's really impossible to deterine his sexuality without another of his species for him to interact with, though he is certainly intended to be a gay stereotype.

I think it's only implied that Roger is gay, or at least flamboyant. I think Family Guy does the same thing with Stewie Griffin. I'm thinking of the baby holding hands with Rupert on the beach - Bear head and Male body.

yes in any sense its a cartoon and they make him act the way he does to get a reaction. and hes an alien. i think sexualitiy got left behind way back at the begining.
