So the upper age limit to start LDS Missionary training is 27. Do they ever give exceptions and waive the upper limit for certain people? If so, what would merit these exceptions?

There have been many exceptions. Primarily for old folks going on missions after they've retired.

27 is the limit for young, single men. It's common for retirees to go as well.

i think they have lowered the max age for single men to 25 or 26, and there are no exceptions

AFAIK, young men must be at least 18 (they must turn 19 before leaving the MTC) and no more than 25 years old when they enter the MTC. Women must be at least 21, but there is no upper bound. Couples may serve a mission together after all their children have left the nest. If there are any exceptions, they would have to be approved by the First Presidency.
