ACCA stands for Association of Chartered Certified Accountants http://www.acca.org.uk/ based in the UK but it is international. It is one of the world's largest and fastest-growing accountancy bodies with 110,000 members and 260,000 affiliates and students in 170 countries. CA I would assume just stands for Certified Accountant meaning they are legally an accountant.

ACCA is an internationally recognized professional accounting qualification. It is available almost anywhere in the world and for sure in Australia as well.
