Basically it freezes the rates that places can be charged rent by say square-footage. I believe it only applies to those who actually are professional realtors however. Like in New York, the actual rent for say a 3 bedroom place only should be like $1,000 bucks a month. However, someone sublets the apartment to other lessees for say $4,500 a month. That is why rent in those type of places are so high. But all that rent control is, is putting a cap on much realtors can charge for rent.
