First off, how did you manage to avoid signing anything? You probably agreed when you purchased your unit. More importantly, YES they can enforce their rules and bylaws. They have an obligation to all of the other members of the association. Abide by the rules or put your unit back on the market. Those are your choices.

Usually the purchase agreement or lease has a clause that says you must abide by the HOA and CCR's. That means that you did agree. Most people don't know what that means, and rarely ask to see what they have agreed to.

You didn't get into the condo unless you signed them... Look at your purchase agreement. Most condos make you sign before you buy. You just didn't read them. Was there a screening committee meeting before you bought? And-- why wouldn't you want to abide by the rules and bylaws created by your neighbors to make everything better for everyone? Tell me that.
