  • Gandalf indicates it wasn't him, but also agrees that it could have been Saruman, come to the site of the battle to see what had happened with his plan. So far as I know there are no other suggestions as to whom it could be. Even in Tolkien's LOTR not many folk gad about in that type of outfit, so if it wasn't Gandalf I think it's almost certain to have been Saruman.
  • It is hinted at a few times through the text that the general consensus is that it must have been Saruman, though Tolkien saw fit to leave the reader with enough doubt to keep it interesting.
