If a white man punches a black guy it's a "hate crime." If the white guy pays another black guy to hit the black guy he doesn't like, does it lose the stigma of "hate crime"?

There's an issue of intent that would guide the answer to this question. "If a white guy punches a black it's a 'hate crime'" if he was punched because he's black. If the defintion of a "hate crime" includes ANY crime carried out because of race, etc., then the second scencario would constitute a hate crime because it's a crime to hire someone to carry out violence.

Wait wait just because a white guy punches a black guy doesnt make it a hate crime. Please review the law it's only a hate crime when race is clearly a proponent in the crime comitted.
