This is a more difficult question to answer than you might think. Are you asking about sprinters, climbers, time trialer, endurance...? There are races like Le Tour de France, Tour d'Afrique, and others that all require different skill sets. Some ride only a couple hundred kilometers for one day, some are several hundred daily for a month, others are 3000 miles riding day and night for several days without stopping. (I've heard of riders hallucinating and purposely falling off their bikes and breaking something just so they don't have to keep going...) At this very second, I don't know who is the "greatest" but when I was a kid before all the doping scandals and other BS it was (IMHO) http://en.wikipedia.org/wiki/Laurent_Fignon Before and since then there have been many others like Miguel Indurain, Bernard Hinault, Eddy Merckx, Greg Lemond, Lance Armstrong... There are probably a least a couple that don't compete in Le Tour and other races thus we don't know about them...

Eddy Merckx is the best ever. It is not even debatable, the numbers don't lie. He has the most career victories at 525 and the most career grand tour victories at 11 and he did this in about an 8 year stretch.
