No hotel in the UK CAN allow smoking!

There are no reasonable hotels in London they are all furiously expensive, and no, none at all will allow smoking because a hotel is someone's place of work so it is illegal to allow smoking anywhere on the premises, in the whole of England.
Some places provide shelters in the back yard, but that's it.
What country could I move to that has a much less corrupt government then the US but life styles are kinda similar?
