  • If hydro means hydroelectric, I don't know why you would lock hydro rates in since the cost of falling water stays pretty much the same. Natural gas is more of an unsteady market, so it would be a good idea to lock those rates in. No one forsees natural gas rates dropping substantially any time soon.
  • Not if the company you are dealing with is called Enron. :)
