Unless you are proposing selling tickets per pound (or kilogram) I think you are fighting a losing battle here. Should children fly for a pittance even though they take up a full seat? Should women fly for cheaper than men? I don't think treating human beings like freight will work

You're reading On a recent flight I was charged 35 pounds for 5 kg extra luggage. I weight 60 kg. The man before had his full quota of luggage and weighed at least 120 kg but because his luggage was not overweight was, of course, not charged. Is this fair?
