In IL is there a time frame that one would have to get divorce papers signed? I gave my soon to be EX papers over a month ago, he won't sign because the moment he signs, he owes child support. Can't I get something granted if he is taking too long?

You don't have to have them signed to file. Just proceed with the case. File proof that he was served with the hearing notice, and go on without him. The judge may continue the child support portion once or twice to give him the chance to be heard, but if he doesn't show, you may get a default judgment. -
