I believe the deciding factor was determined by the same laws which governed watercraft of the era.

the pictures of the earliest model cars ive seen have the steering wheel in the middle. I believe in the US the steering wheel was moved to the left, as most ppl are right handed, and it leaves the right hand free to shift , or other use any other accessories as needed.
