There isn't any formula for that. A man that is 5ft tall and 400lbs could have 20 inch biceps and a man that is 7ft tall and 300lbs could too. If any one person puts enough effort in they can have 20 inch biceps. Supplements along with a bicep rich workout can allow for you to attain this goal. It will take awhile and will take a lot of dedication.
