text... ofcourse you shouldn't text your town supervisor in regards to a constant flooding problem... so it really depends on the situation

Letter, because it allows you to express more.

Writing a letter you have more time what to think to say,people who text always look as if they are rushing.

Personal a letter...a lost art. Business..email. I've never texted and that is the reason I don't own one of those things. I consider them extremely impersonal.
