Mardi Gras is a well know occasion where people get all gussied up.
Costume or theme parties. Sporting events (those crazy kids!).
Also, just about everyday. Isn't clothing a kind of costume? Especially if it is a work outfit, like doctor, lawyer, construction worker, prostitute, etc. Regardless of who we are or what we do, don't we really clothe ourselves in the costumes of our position or culture?
