The only "one rule" change I can think of that works for both games is widen the goal posts.

This is easy and honestly would change scoring drastically. I have been thinking of this for yars and wish it could happen. The keeper should only be able to use there hands inside the 6 yard box. Make the goal keeper be a goal keeper. what do you think? and how could we put it in action

Shorten the length and width of the field. Replace grass with a hardwood floor. Replace goals with little orange hoops. Allow players to bounce the ball and score with their hands. Double the value of each goal scored from 1 to 2 points. Allow the value to increase to 3 points if a shot is taken further out. That should do it. (Whoops. That was more than one rule change.) ;)

Dont allow the Goalie to use his hands.

Removing goalies. Only allowing one team on the field at a time. Making the goal the whole width of the pitch. Reducing the teams to two men each. Allowing players to pick up the ball and run.

The problem with football is its dimensions. When its founders invented the game in the 1860s, they had no idea how much taller and quicker goalies and players would become over time. Thus, the sheer mass in front of a goalmouth that can intercept the flight of a ball has increased significantly over time. A faster ball has not kept pace. Statistics show that the goal per World Cup game average has drastically decreased since the 1950s. The team that scores first most certainly will win a game because of low scoring. As football is quite conservative and traditional, nothing has been done to compensate for this. In basketball, the 3-point shot was instituted internationally because taller and taller players began clogging up the key. Thus, slowing up the game and lessening the importance of shooting from outside. However, I would not want to destroy the essence of football by removing the offside rule. My proposal is to largen the goal itself. The present dimensions are 8 feet high and 24 feet wide. I suggest metricizing and modernizing the whole field. The goal would be 3 meters high and 9 meters wide. Another idea is to create an area in front of the goal mouth where only the goalie may stand before the beginning of a set piece, such as a corner kick. I believe the beauty of the game would be preserved, and, more importantly, the possibility of better teams coming back to win after giving up an unlucky first goal would be increased.
