when you cram, you remember enough for the test to pass it usually but the problem is you forget right after wards and then when it comes time for finals then you are screwed. Some students think as long as they pass this test, they are fine so they cram just enough to pass it..then later they find themselves in trouble because everything builds on everything. If they just barely pass the test for chapter 4 and forget it, then when they get to chapter 10 they do harder work which is a branch off what they should already know and don't.

They are lazy and/or scatterbrained, though they could just be cocky enough to think they can do fine without much studying or even with a little cheating.

Most students are too busy partying with their gf's,bf's. The last thing they are thinking about is their exams.
