In D1 baseball if starting pitcher pitches 4 inn and has the lead but they only play 7 inn cause run rule is in effect, does he get the win?

Runner on third, right handed pitcher makes snap throw to third without moving his feet, he is on the rubber but is not set, is this a balk?

You're reading How about changing the rule as follows: If the closing pitcher in the half-inning before the winning run scores is a reliever, he gets the win, otherwise the first pitcher of the winning team with the most outs in the game is declared the winner.
