Can a pell grant be taken for a cell phone bill?

Technically, a pell is to be used to any school related expense.. fuel, books, tuition, rent, electric, food. Things you MUST have. you don't have to have a cell phone. HOWEVER, it is your money. If you squander it (not saying you will) and you can't pay rent or food..you are the one who is screwed so it's your money.. just don't be bragging that you payed a cell bill.
