What do you mean: soliciting or prostitution? They are two different things. Prostitution is not legal at all. Any minors found having sex with a prostitution is illegal. There's a fine line between an adult and a minor having sex.

because the united states government is heavily influenced by the moral "minority" majority/ religious forth Reich who believe that sex is dirty/ wrong and should only be done to reproduce (and even that shouldn't be enjoyed). the same people who want to protect women from being exploited in strip clubs (where they earn thousands of dollars a night) by closing down their places of employment. and the funny thing is, we the us of a are in violation of united nations treaties (made to protect women)by criminalizing prostitution. the simple truth is the us government would love to have the tax income from country wide legalized prostitution, but they know their bosses wouldn't stand for it.
