If your husband was an American, then the children are American citizens as well (they may have dual citizenship -- same as yours -- depending on your own citizenship and status as a non-American). If I were you I would obtain copies of whatever documentation you have of the kids' citizenship, as well as your own, and ask at the American Embassy or Consulate in your area.

A relative or employer of the alien must sponsor the alien by filing the appropriate petition with the Bureau of Citizenship and Immigration Services (previously INS). I managed to get both kids the American passport after five year. As they cannot have dual citizen for I hold a travel document for Palestinian refugees. I have a job here but I am not making enough money to have them go to international schools as they both need to be educated in Egnlish. I wrote the Emabssy for help but no reply till now.
