My father once said to me that "Nothing is illegal unless you get caught". Criminals are people who get caught doing wrong things. There are many other people in the world with criminal tendencies, but they don't get caught, so are not criminals they are politicians instead.

About twenty years ago a pair of psychologists, or maybe one was a psychiatrist, announced the results of a 17-year longitudinal study of what made some people criminals when their brothers or sisters, raised under the same conditions, weren't. Their conclusion was that it wasn't poverty, racism, deprivation, or anything else but the CONSCIOUS DECISION OF THE WRONGDOER TO DO WRONG.

I think a criminal not only does wrong things, but continues to do them many times after they have seen their actions are harmful, with no or little remorse.

Intent to do wrong for your own gratification. Somebody who does not notice that they are just over the speed limit on a road with no other traffic or people near by, somebody who accidently breaks something in a shop and leaves without paying for it, somebody who installed the same copy of a program onto two PC's (that they own) at the same time, somebody who accidently scratched the side of a car and not report it etc. should not be classed as criminals, even if they did something technically illegal. People that go out and plan to steal, rape, abuse children, kill, sell drugs etc. and especially ones that do it again and again, those are real criminals and the law should be tougher on them. Have I broken a law and got found out, YES! I got arrested for walking along a motorway (freeway for those of you from the US), I had no idea it was illegal at the time!

A criminal is one of the category of people I already don't like (e.g. Demopublicans if I am a Republimocrat, Mexiblasians if I am a white racist, etc.). If it's one of my friends or my in-group, well, they were just doing what everybody does / what they had to do.

"Common criminals" make a living from crimes. "Habitual criminals" ... well ... obvious. There are people who have a criminal record, therefore cannot get a job, therefore must steal or otherwise crim in order to live, and it's a self-perpetuating and self-amplifying mode. Oddly, there seems to be no converse self-amplifying mode for noncriminals.

There are people who will steal anything from anybody if they think they will get away with it. There are other people who will steal some things from some people under some circumstances. There are other people who will not steal.
