What recourse is there for small business to band together to help fight "big business" such as IGA

There might be some type of collective purchasing group that the store could join. Finding a nitch market could help too. If I owned an IGA I would be working toward offering speciality items that walmart type stores don't. Maybe a great wine and beer selection. The best deli in town, and/or a great bakery. Having outstanding service is a must too. That is one thing that you won't find at most stores now a days.
