Where would I go about obtaining ceremonial scissors designed to cut ribbons for opening celebrations?

    You don't really need 'ceremonial' scissors to do that, just buy a decent pair of normal scissors from your local stationary/hardware store.
    If you think they look a bit bland, then you could always jazz them up by decorating them with fabric etc.
