When a pitcher is in the windup, their foreward stepping foot comes off the ground while coming to the leg kick, then sweeps across the ground while in motion to come to the leg kick and comes up again into the leg kick, is the a balk?

    As long as the pitcher's motion is continuous and without hesitation or interruption, the fact that the pitcher's free foot contacts the ground during his motion is not sufficient reason to call a balk.
