Help answer this question below.

In doorway btwn my bsmt bathroom/laundry room there are holes punched in floor (close to water tank too). Is this to drain water if something leaks? Would it be alright to tile over it?

    I would guess this is the hot water tank. In which case, for ventilation. If there is water in the air (damp washing, for example) and you don't let it circulate, you will get mould growth etc. If you have holes, the warmth from the tank will circulate the air and everything will keep fresh.
